The shelter is currently overwhelmed, housing more than 600 dogs and further exacerbating the situation with additional animals in foster care. To combat this challenging situation, the commission has extended the contract for the construction and installation of kennels until January 31, 2026, allowing for the development of six new kennel units to be built by Horizon Structures, LLC. These kennels will serve as essential overflow units for dogs and are part of a larger project aimed at alleviating the shelter’s burdens.

The Innovative Pet Neighborhood Project

The groundbreaking for what is being called the “pet neighborhood” took place back in November 2022, indicating a commitment to expanding the shelter’s capacity. This innovative project will consist of 10 units capable of housing a total of 120 dogs. The anticipated completion timeline includes five of these units by March 2025 and the remaining five by June 2025. The total cost of this ambitious project is approximately $4.1 million, with $2.5 million coming from DeKalb’s special purpose local option sales tax.

Furthermore, the county aims to enhance the infrastructure of the facility by pouring concrete pads and installing vital utilities and stormwater infrastructure, crucial steps in improving operational efficiency at the shelter.

To further support the shelter’s operations, the commission unanimously approved a change order that increases the contract with LifeLine Animal Project by about $2.2 million. Other crucial contracts, including the stormwater master plan and a contract to install water mains on Peachtree Industrial Boulevard worth $46.4 million, were also deferred for further consideration. Additionally, a change order regarding Oracle America, Inc. to renew software licenses for Human Capital Management Cloud Services was postponed, reflecting the commission’s commitment to prioritize carefully and manage taxpayer resources effectively.
